Ways around tax?

Hi, members of the Azdun Forum,

Obviously, my nation is not in Azdun, but from CoSN, and we've just had a major disruption to our hierarchy, following the resignation of our Chairman. A new budget has been published, stating taxation requirements, and this has caused uproar.
However, the regional government needs to raise funds somehow; is there another way of raising funds, or should I just allow the wholly-unrealistic scenario of representation without taxation to continue?

Loans from banks in your country are an option...but you'd have to pay those back if you didn't want a massive uproar.

Creating Corporations that work exclusively for the alliance and in exchange get exclusive rights to resources and trades.

Well thankfully we've got it sorted
I think we decided on a 'membership fee'
